Former Georgia Bulldogs linebacker Roquan Smith has not reported to Chicago Bears training camp because he has yet to sign his rookie deal. Smith was drafted No. 8 overall.

Smith isn't the only rookie that remains unsigned. Quarterback Baker Mayfield, running back Saquon Barkley, QB Sam Darnold and cornerback Denzel Ward are four of 15 first-rounds picks that have not signed rookies contracts with their respective teams.

What does this mean for Smith?

Hugh Douglas seems the think that a deal isn't close, and that it's going to come down to the language of the contract.

"It really makes you think 'what is the holdup?' when it comes to these deals," said Douglas.
